The objective of the developers and council is to promote a prestigious rural / oceanside lifestyle of the highest quality and to promote conservation and amenity objectives on the following criteria.
Building Covenants
- A residence must be built of new materials with a total area of not less than 150 square metres (excluding carports, garages, verandahs and other enclosed areas).
- An outbuilding must be built from new materials and match or complement the residence with respect to materials used, the design, the external appearance including the colour and quality of the construction.
- The use of zincalume or other roofing materials which are unpainted or uncoated could cause glare from the reflection of the sun and as such are not permitted.
- Any building or construction which makes use of second hand materials in part or whole (lots 53 and 65 are the exception).
- Internal power supply to dwelling is to be underground.
- Front fencing to be pole and rail.

Shire of Chapman Valley, Town Planning scheme No 1 - Amendment 20
- Subdivision of land use shall be generally in accordance with a Subdivision Guide Plan adopted by Council and endorsed by the Western Australian Planning Commission.
- The minimum lot size within the Estate shall be generally 1.0ha unless otherwise depicted on the Subdivision Guide Plan. Lots less than 1.0ha will only be supported on the south side of the proposed entry road where these lots overlook the proposed Equestrian Centre Site as shown on the subdivision Guide Plan where a minimum lot size of 4000m2 will apply.
- Except for those lots less than 1.0ha overlooking the Equestrian Centre, no dwelling will be permitted on any other lot which is less than 1.0ha.
- The minimum effective frontage requirements for the Special Rural Zone will not apply but will be based on those depicted on the endorsed Subdivision Guide Plan.
- All dwellings shall be sited in accordance with the setback requirements specified in the Scheme for the Special Rural Zone, except where for specific lots, building envelopes are shown on the Subdivision Guide Plan. Where building envelopes are shown then all dwellings, associated structures and effluent disposal systems must be located within that envelope.
- For those lots which do not depict a building envelope, all structures including sheds, outbindings, garages, storage areas and effluent disposal systems shall be sited no more than 22 metres from the closest wall of the dwelling and must also comply with the setback and / or siting standards.
- The keeping of horses within the Special Rural Zone is restricted as follows;
- Not more than two (2) horses are permitted on any lot between one and ten hectares regardless of whether pastured or stabled.
- Not more than one (1) horse is permitted on any lot less than 1 hectare.
- Not more than one (1) horse per 5 hectares is permitted on any lot larger than 10 hectares.
- Horses are not permitted to be kept on any lot identified accordingly on the Subdivision Guide Plan.
- Notwithstanding the above restrictionsm the keeping of horses must also comply with the standards specified.
- The following stock rates for all unstabled stock apply within the Special Rural Zone.
- The maximum stocking rates for unstabled stock is:
- 5 sheep/1 hectare
- 1 horse/2 hectares
- 1.6 pony/2 hectares
- 1 milking cow/2 hectares
- 1.6 heifer/2 hectares
- 5 goats/1 hectare
- Only one stock option described above or a combination equivalent to one option is permitted.
- Where the keeping of animals results in problems due to land degredation, nutrient enrichment/leaching, animal welfare or public nuisance, Council may require a further reduction in the number of stock kept on a particular property.
- No remnant vegetation or tree shall be destroyed or removed except where the landowner obtains the prior consent in writing of Council, or where such vegetation is dead or disused, or where the clearing is required for the purpose of firebreak, development within a building envelope and access to the envelope, for an outbuilding or fence or for the development of a water source.
- All trees and remnant vegetation shall be protected from grazing by stock, and Council may require fencing to ensure that protection is maintained.
- The following fencing requirements shall apply in the estate:
- The minimum standard of fencing shall be seven line ringlock with single strand wire on top, with pine posts at six metre separation.
- The subdivider shall construct perimeter boundary fencing to the minimum standard as the bridle trails are developed at each stage of subdivision.
- All other fencing shall be constructed by individual landowners to the minimum standard, prior to the issue of a Building License.
- Prior to the commencement of any development on any new lot, Council will require each landowner to prepare a tree planting and maintenance program with the intention of screening building structures and rehabilitating and revegitating the land without restricting approved activities / operations.
- No development or land use activity shall impede in any way thenatural flow along any water course.
- Conventional septics shall be located at least 100 metres from any water course or wetland with a minimum of 2 metres vertical separation between the base of the leach drain or soakwell and the highest known groundwater level or bedrock.
- All stormwater drain from structures or hard surfaces will need to be retained on-site.
- Stables are to be sited no closer than 50 metres from any watercourse or land prone to inundation or waterlogging, and are to be at least 1.2 metres above the highest known groundwater level.
